Who Qualifies as a Youth?

• Youth between the ages of 14-21 years of age
• In-school and out-of-school youth may participate
• Meet income qualifications
• Has one of the following barriers:
  • Deficient in Basic Literacy Skills
  • High School Dropout
  • Homeless, Runaway, or Foster Child
  • Pregnant or Parenting
  • An Offender
